Every customer tenant is onboarded as one of two types, and you can mix them freely.

EcpPro is connected inside the customer's Entra ID, so you get the full picture. This is the most common setup and gives you everything the platform can do.

The pricing impact is simple. The user count is based on the users in your managed tenants, because that is where EcpPro can see Entra ID. Unmanaged tenants add nothing to the user count, and the Compliance add on is billed on managed tenants only.
